The 25 homeowners in Villa de Mesa were promised a wall. Half a wall won?t do. At minimum, they want a written guarantee from developer Bob Willard that it will be done in three to five years to protect their 9-acre neighborhood from the construction mess of his Gold Hill Mesa project
